Designer commands

Everything the Designer does is a command. The menus, the toolbar, the right-click menus, the keys, Help > Find a command and agents all run the same 132 commands, so a command behaves the same wherever it is started. A command that cannot run yet says why: hover over it in a menu, or read the reason an agent gets back.

Each entry's anchor is the command's help topic, such as #designer-part-fillet, so a link to it keeps working when the title changes.
